6.9.3 Attributes
1.  SPA and RAMSAR status is achieved, where a site regularly holds 1% or more of the individuals in a population of one species or subspecies of waterbird, or any site regularly holding a total of 20,000 or more waterbirds.  Qualification is based on the mean of the peak counts over five years.
    • Target: Status of key species at Gibraltar Point NNR to be maintained or increased.
